UNISON Scotland’s Health Committee recommends that you ACCEPT the final NHS two year pay offer from the Scottish government. Details of the offer are below.

Your health committee, is made up of elected NHS workers just like you, balanced the fact that

  1. While the government has failed on the reduction of the working week and there is growing unrest amongst members on staffing issues
  2. This offer is above and will stay above average inflation.

So, after consideration, the committee  think you should accept this pay offer and we will all continue to campaign for further improvements.

It’s you – UNISON members – who decide whether to accept this offer, or not. You will receive a pay ballot by email in the next few days. Please look out for and vote.

If you vote to reject the offer, you will need to be prepared and ready to take industrial action, including strike action.

Summary of the pay offer

The offer is over 2 years as follows:

  • 2025/2026 – uplift all leads and allowances by 4.25%
  • 2026/2027 – uplift all leads and allowances by 3.75%

The offer includes an ‘inflation guarantee’ which means that if accepted by UNISON NHS members, in each year of this deal you will be paid at least 1 percentage point above the  CPI inflation rate (based on a calendar year average).

UNISON Scotland co-lead for health Matt Mclaughlin said: “Your health committee are aware of your frustrations on issues such as workload, staffing levels and the reduced working week.

“But they also had to consider the governments final offer, which UNISON negotiated, which secures an above inflation pay rise for two years.

“They therefore have decided to recommend that you ACCEPT this offer to protect your pay for the next two years.”

What happens now?

Having received the government’s final offer UNISON members will now decide whether to ACCEPT or REJECT the offer. We will send you a digital ballot in the next few days. UNISON members always have the final say.

UNISON members covered by this pay offer will be balloted using our online ballot system.  Your local stewards will be speaking with members and encouraging you to have your say on pay.
