The report was commissioned by UNISON Scotland from APSE, the Association for Public Service Excellence and draws upon APSE’s work with local authorities across the UK.
The report explains why the Scottish Government’s version of a National Care Service does not address the root problems of the social care crisis. It shows how the existing model of care is responsible for low pay, poor conditions, and the degradation of care work. Direct public delivery is both affordable and necessary – this report aims to begin a proper national conversation about a strategy for achieving a real National Care Service.
